The goal of the CIDA-funded Central American Water Resource Management Network is to increase the capacity of Central American countries to educate and train human resources in water resource management. This is being accomplished by building partnerships between Canadian and Central American universities and developing academic programs at the CA universities. An important activity of the CARA project (and many CIDA projects) is development education, that is, informing Canadians about the issues faced by developing countries and the role of Canada's Overseas Development Assistance (ODA). CARA's development education will use Nicaragua as a case study (typical of Central America and most developing countries) and focus on Nicaragua's water issues and their relationship to development. The primary audience will be secondary school students who will be taught through an interactive video resource for the classroom accompanied by a hands-on teachers manual.

'Watering the Seeds of Change' was produced by the University of Calgary's Learning Commons. The video is the recipient of the AMTEC (Association for Media Technology in Education in Canada) Award of Merit in the Government- Video Category.
